Police Records Clerk - POSITION FILLED

Salary: $15.92 per hour (Non-Exempt) Job Type/Shifts: Full Time/Work shift varies.

Education and Experience:  High school diploma or equivalent.  Six months experience of general office practices, procedures, and equipment, or any equivalent combination of education, training, and experience, which provides the required knowledge, skills, and abilities.

Licenses and Certifications: Ability to obtain and maintain Oklahoma Law Enforcement Telecommunications System (OLETS) operator certification within one year of employment.

Knowledge:  Office administrative and secretarial practices and procedures, such as business letter writing and the operation of standard office equipment. Basic knowledge of Microsoft Windows and Windows-based programs. Recordkeeping, report preparation, filing methods, and records management.  Correct English usage, including spelling, grammar, punctuation, and vocabulary.  Standard arithmetic. 

Skills:  Data entry at the basic rate of 7,000 key strokes per hour and typing 40 wpm. Basic knowledge of filing systems.  Proficient positive interpersonal skills necessary to be courteous of fellow employees and citizens while performing duties. Attention to detail and proofreading skills.

Essential Functions:  Operates computer to enter and retrieve information.  Responds to questions and requests, internally and from the public, via face-to-face, fax, mail and email.  Maintains manual and computer filing systems; reviews, codes, and files alphabetically, numerically, or by other designated sorting system; and periodically purges and archive/scan files.  Receives, opens, sorts, and routes incoming mail. Conducts file searches.  Makes copies of various police records and documents.  Completes various police forms. Records information manually onto police logs.  Reviews case reports completed by citizens online. Reviews reports digitally for necessary elements and accuracy before merging to the RMS.  Operates scanning machine.  Works closely with other City and agency departments. Collects cash receipts for file searches, impounds, administrative costs, bonds and other related fees.  Types letters, memoranda, forms, etc. Performs related duties as required.

Mental and Physical Abilities:  Ability to receive and follow both oral and written instruction with limited supervision.  Ability to concentrate and pay close attention to detail while constantly being interrupted by telephone or citizens who require assistance.  Moderate amount of physical effort required associated with walking, standing, lifting, and occasionally carrying moderately heavy boxes (25-50 lb.). Ability to maintain regular, predictable and punctual attendance. 

Working Conditions:  Works in a normal office environment where there are little or no physical discomforts associated with changes in weather; some discomforts associated with noise, dust, dirt, etc

Communications Officer I (Dispatch)

Salary: $18.10 per hour (Non-Exempt) Job Type/Shifts: Full Time/Work shift varies. Shift assignment is based on needs of department.

Education and Experience:  High school diploma or equivalent. 

License and Certifications: Must obtain and maintain Oklahoma Law Enforcement Telecommunications Terminal Operator, Emergency Medical Dispatch, and Cardiopulmonary Resuscitation (CPR) certifications.  

Skills:  Effective interpersonal skills to elicit information and remain calm in highly stressful situations where human safety is at risk.  Following oral and written instructions.  Reading maps and relating to specific call data.  Making critical and expedient decisions within established guidelines.  Speaking clearly and concisely, using proper English.  Responding appropriately in emergency situations.  Entering data in an accurate and timely manner.  Extracting information from irate and irrational individuals. 

Essential Functions: Answers 9-1-1 lines; determines caller’s needs; and enters information into a computer system or card system for appropriate response, frequently handling several calls simultaneously. Operates central communications equipment answering non-emergency phone lines to include after hours calls to the City of Norman offices.  Operates the radio for non-emergency assignments for city services that requires the upkeep of records in the computer system and other various components. Enters data into the National Crime Information Center’s computer and supplements police reports with information from performed actions.  Performs law enforcement type queries on various systems including but not limited to the State Computer Records System and Internet.  Obtains additional information from callers who may be argumentative or mentally or emotionally upset to gather more information about the emergency. Notifies departments regarding emergency messages, damage to traffic signs or lights, or any other hazards reported.  Enters and verifies data into the OLETS, NCIC, and NPD computers.  Maintains log of entries, locates, modifications, and clear and cancels placed into the NCIC computer.  Maintains other logs as required.  Updates street locations and new streets for response purposes.  Performs related duties as required.

Mental and Physical Abilities:  Ability to concentrate, handle multiple calls, and pay close attention to detail under stressful conditions caused by the nature of emergency calls and human suffering.  Ability to maintain regular, predictable and punctual attendance.

Communications Officer II (Dispatch)

Salary: $20.85 per hour (Non-Exempt) Job Type/Shifts: Full Time/Work shift varies. Shift assignment is based on needs of department and seniority.

Education and Experience:  High school diploma or equivalent and any experience which provides the required knowledge, skills, and abilities. Experience answering complaints and providing information desirable. Three concurrent years dispatching for multi discipline, or five years emergency dispatch experience for single discipline emergency communications center, or successful completion of City of Norman Communications Officer I Training Program.

License and Certifications:  Must obtain and maintain certifications as an Oklahoma Law Enforcement Telecommunications Terminal Operator, Public Safety Telecommunicator, Emergency Medical Dispatch and Cardio Pulmonary Resuscitation (CPR). 

Skills: Data entry.  Effective oral communication and interpersonal skills to elicit information and remain calm in highly stressful situations.  Following oral and written instructions.  Making critical expedient decisions.  Operating computer terminal.  Extracting information from irate and irrational individuals.

Essential Functions:  Answers 911 and non-emergency calls using central communications equipment.  Maintains information regarding the activities and location of emergency personnel in the field by monitoring radio transmissions and Computer Aided Dispatch (CAD).  Dispatches appropriate personnel to the proper location.  Assists field personnel during fire and other emergencies.  Receives and transmits alarm calls received by telephone and detecting devices.  Receives emergency medical, fire, and police calls, elicits necessary information and dispatches appropriate personnel.  Confirms stolen property and missing persons; enters information into NCIC via teletype. Notifies departments regarding emergency messages, damage to traffic signs or lights, or any other hazards reported.  Maintains various logs as required.  Performs related duties as required.

Mental and Physical Abilities:  Ability to operate and manipulate controls on multi-line telephone apparatus, computer keyboards and printers, and complex radio communications console.  Ability to concentrate, handle multiple calls, and pay close attention to detail under stressful conditions.  Ability to maintain regular, predictable and punctual attendance.

Parking Service Officer - POSITION FILLED

Salary: $14.61 per hour (Non-Exempt) Job Type/Shifts: Permanent Part Time / 5:00 p.m. to 9:00 p.m. Tuesday through Friday and 1:00 p.m. to 9:00 p.m. Saturday

Education and Experience:  High school diploma or equivalent.  Any experience which provides the required knowledge and skills. 

Licenses and Certifications:  Must possess a valid Oklahoma Driver’s license and have a satisfactory motor vehicle record. 

Knowledge:  City parking ordinances.  Proper and safe driving techniques. 

Skills:   Communicating orally and in writing. Following oral and written instructions.  Reading maps.  Interpersonal skills necessary to be understood by and courteous of irate citizens while performing enforcement duties and work cooperatively with fellow employees.

Essential Functions:  Patrols assigned areas to visually observe motor vehicles for improper parking and expired meters.  Marks tires of vehicles, records time of day and returns to vehicle at specified intervals to determine if violation has occurred.  Completes parking citation form for violators and issues parking tickets.  Submits required forms for processing and record keeping purposes.  Checks status of vehicles prior to impoundment via radio/walkie-talkie and determines whether to impound vehicle.  Completes proper procedures prior to impoundment of vehicles to include conducting an inventory of items, noting any damages, and the logging of required information for vehicle identification.  Collects payments for parking violations that are placed in courtesy payment boxes in various locations.  Transports monies to the Municipal Court.  Appears in court to testify to the facts of a contested parking ticket.  May escort violators to municipal court to post bonds or pay fines, if requested.  Performs minor repairs and general maintenance on equipment such as ensuring the vehicle has adequate gas, oil and water and clearing jammed meters.  Directs traffic physically or with the use of automated manual traffic devices as needed. Assists citizens with moving inoperable vehicle, giving directions, and notifying emergency communications in the case of accident or related emergencies.  Performs related work as required.

Mental and Physical Abilities:  Physical ability to monitor parking meters outdoors during majority of daily work schedule. Work requires physical effort associated with walking for extensive periods of time under varying weather conditions. Ability to concentrate and pay close attention to detail.  Ability to understand conversation in a noisy environment.  Ability to read automobile license plates.  Ability to maintain regular, predictable and punctual attendance. 

Working Conditions:  Frequent exposure of up to 80% of work time to dirt, dust, extremes of temperature, and noxious fumes and odors from traffic.  May be exposed to verbal and physical confrontation.
